propaganda in an alien press from the nature of things takes time to organise. Firstly, confidence must be established and the alien press must be accustomed to receive regular accurate news which they print in the full belief that the news is good and trustworthy. Then, when it becomes necessary for inspired articles to appear, inspired articles will be printed without suspicion. It is impossible to start press propaganda in an alien press after war has broken out, suspicions are then aroused. The foundation must be laid beforehand. It must be remembered that in peace time, propaganda has little to show in the way of results, because there are, during peace, no results which it would be convenient to allow to be disclosed. I have no doubt, however, in spite of the fact that we have few results to show, that either the Japanese or the American Government would buy our organisation for a very enormous sum if one could imagine our organisation to be offered to either of those Powers. For these reasons I hope that the Government will take a benevolent interest in the continuation of our activities:
